Question for the adminers out there, what would be the proceedure for those on a PSL who had been released from the list but not given an assignment and the board ended? I.E. you were No30 and they released 30-40 and only a couple off that release got offers before the next board sat?
 
If, for example, you were no 30 and no 31 had been promoted to a post and for some reason, you hadn't (such as they had a specific Q which the job needed urgently), then you must be promoted ahead of No1 in the next years board.

If however the drafter had only got to No 29 and then the next board sat, you go into the pot with the rest.

Once you have been released to the PSL from the RPSL you will get an offer of promotion within 6 months and in normal circumstances before those from the next board were released. It appears unusual to me that No40 would be released and offered promotion if there were no plans to use No's 30 - 39; if there was a SQEP issue that required No40 being promoted then offer SPAHR rather than substantive promotion and hope that he/she was at the top of the prediction on the next board. I suspect there is an element of hearsay in this scenario but in some of the larger Tech trades I can understand why this may happen but there will be an expectation to use those not immediately offered promotion in short order.
