OP - Are you saying:
a. You submitted your application in Dec, and your Flt Cdr recommended it, then sat on it until it was too late to be sent off for the recent Further Service Board.
or
b. You submitted your application and he did not recommend you for Further Service.
There's a vast difference to the options you have depending on whether it is a or b.

I am not bothered any more about getting signed on as i have pretty much given up on the RAF i spent nearly 18 months getting over a mental health issue so i could continue my life in what used to be the best job in the world but like i said i feel that time i was struggling i should of packed it in then
I'm not sure what to do with regards a service complaint i don't want to make a fuss but i don't want this guy taking the p!$$ with other peoples careers too.
The reason we have a service complaint system is so we can complain. If your Flt Cdr made negative comments (as is his perogative) then so be it. However if he did not forward it to PSF then you have every right to raise the matter. I am aware of a number of times a Flt Cdr has scribed negative comments yet an individual has been offered FS. Complain.
