I can't see what he needs to consider hasn't the precedent already been set for service personnel? In the downfall of Gadhafi's Libya some recipients never went further South than Italy, during the Gulf war some never went further East than Cyprus so not actually being in the country of conflict is nothing new for handing out gongs. Those whose knowledge of military history exceeds mine may well be aware of other examples.
