Having applied to do a course and use my ELC's, I have been informed that i am not registered, thus not eligable, after 8 years service you can apparently re apply, if you are over 8 years service then you can not, the explination given to me for this is that ELC is not an entitlement.
I am trying to find out how many others are in this position, especially from Lyneham, and if anyone has any gen on how this system can be challenged
 
I vividally remember signing up for them while i was at cosford as they peddled the whole "you might aswell, it's free money for education if you want it". So i did, i then got told after leaving cosford that the window for signing up for closing so i got told to fill out another form so i did. Last year i went to go ask about using them and got told "you're not signed up to ELC's you will have to wait untill your 8 year point!" I asked about making a complaint but apparently they had a large volume of people complaining that they were in the same position so have now turned round a said bad luck! well to me anyway, anyone know if this has changed?

ELCAS should have sent you confirmation of enrollment when you signed up, if you didn't get this then you wern't enrolled. If you got this then this is the proof you need to get your dosh.

You should be able to enroll at any time and the longer you wait the longer you will have to wait to claim.
 
I am in a similar position, completed the form, sent it too the educators, jobs a good un or so I thought.
When I went to use it last year I found I hadn't been registered at all and that there is no way to fix the problem which seems a tad unfair. Unfortunately I can't prove that I applied as the form I handed in was the only copy (didn't think I would need to make another).
 
Same for me.

I'm pretty sure I enrolled, but do not seem to be on the system, and got told by my PLA "Tough Sh!t".

Not very happy, but I dont seem to get anywhere with my requests as to why I'm not on it. When the change to the new pension scheme came, everyone physically had to opt in or out, yet it seems this ELC was done in a different way, with the PLAs of the time not taking a pro-active approach to get everyone on their unit signed up.

I have been in contact with every man and his dog to resolve this, because i/we missed the two windows to enrol i am being told that unless we can prove that we applied, then we have no other oppertunity to do so. is anybody up on law?? do we not work for an investors in people company, was'nt it advertised not long ago about further education for service personnel??
would it be worth writing to my local MP, any advice would be welcome
 
Think you might struggle without a copy of the original form you submitted or the acknowledgment letter from ELCAS. As I recall they were sent direct from you to ELCAS in the internal mail, although the form was available from the education centre.

It is pretty hard and fast on the rules for entering the scheme. You need to have registered within 12 months of entering the service or at a 6 month window at the 8 - 8 1/2 year stage. It does not state how you appeal though. May I suggest you keep pestering your Learning Centres or use the contacts listed in the DINs.

I am also trying to find the recent parliamentry report on Education on leaving the service, I seem to remember that that is predicated on the assumption that everyone is in the ELC! Can anyone point me in the direction of it?

You can no longer appeal, full stop. Too many people were appealing so they closed down the appeal procedure, thats what i was told by the lass on the other end of the phone when i went round to TDF. Ass biscuits!

But can you appeal about there being no appeal procedure ?

I have found the document I was looking for it is: The Nation’s Commitment: Cross-Government Support to our Armed Forces, their Families and Veterans. The funding for degree level education on leaving is predicated on the individual being a member of the Enhanced Learning Credit Scheme, supplementary funding will come from the Department for Innovation, Universities and Skills. Therefore it is in peoples interest to get on the ELC scheme.

On the subject of appeals, I think you still can, I also found this service command paper on the Learning Forces website: http://www.learning-forces.org.uk/20080717%20SERVICE%20PERSONNEL%20COMMAND%20PAPER%20U3.doc. The last but one paragraph (in red) reads:
There will be no amnesty declared for those serving personnel who failed to register with the ELC scheme. Personnel may continue to apply for consideration for late scheme registration only if they are able to prove that they failed to initially register through no fault of their own. Under these circumstances the individual should first seek advice from their respective Service. Each application for late scheme registration must be endorsed by the single Service Directorate of Education

Therefore those who are not on the scheme should wave that command paper at their Learning Centre and failing that ask to speak to whoever at Air Command is dealing with ELCs. Why there isn't blanket membership of the scheme once you have reached the 4 year point is beyond me, something else HR/JPA can't do!
 
I remember applying at the time (whole sqn did a return through our training cell - although the sqn is now disbanded so can't call them up and go through the old files!!!), but cannot recall receiving a letter of confirmation.

I am going to TDF/FD/PLA whatever tomorrow. If I am not registered I am in the position of approaching my 9 year point, having only done 8yrs RECKONABLE. Seeing as how all other rights (LS&GCM, bonuses etc) start from the 18th birthday, does anyone know whether I could use this to get on the ELC at my 9 year point rather than 8 year point???
 
I saw this thread and thought I had better find out more as I plan to start using them next year. Like many, I filled a form in, in 2003 and forgot about it. The Educ centre or whatever they called now gave me a no to ring direct. The nice lady on the end of the phone confirmed that I was and she update my current status. Phew TF:PDT_Xtremez_30:
