Does anyone know of a plugin or application for playing flash movies in slow motion?
 
If you are talking about a finished swf file, not as such no.

You could try decompiling the swf using a Flash decompiler and then recompiling it with a different frame rate. If thats not suitable then there's a game cheat program called Cheat Engine (I think) that allows you to select a currently running flash movie and change the framerate of it.
