What about the foam you can use to line tool kits with? The required thickness could be achieved by using several sheets tacked or stuck together?

Good idea ....

Though it might cause a couple of problems come tool check time after he's pinched the foam out of the kits.
 
Cornish pikey, the days of cutting foam mats etc are going. Down in Portsmouth, colocated with MIG is part of the Deployed Infrastructure Project Team responsible for all general purpose tools. They also make up tool kits cutting the foam on giant machines and do a really reat job. I will try to load a picture of one. If you want to have a really professional product, give them a call.
