I know this has probably been asked many times before but I can find it on here, Could someone please explain home to duty travel what is it paid for ??? as the rates are very different to HTD rate, Also the difference between public and private rate ???

It's paid to assist with the cost of to travel to your place of duty from your place of residence.
Not sure what you're getting at with the next bit.
The 2 rates are for:
a. If you're living in publicly-provided accommodation ie (FQs, SSFA, SLA, SSLA) - the public rate. Payable for journeys in excess of 1 mile.
b. If you're living in your own home (own or rented) - the private rate. Payable for journeys in excess of 9 miles
Within each of these categories there are 2 rates depeding on weither the individual claims for each jouney (monthly in arreas) or is paid automatically based on a payment per day. ie although those being paid automatically
may make 5 return jouneys they will be paid for 7 days travel; whereas the manual claiment making the same journeys would only claim 5 return journeys (though at a higher rate). To demonstrate using Apr 09 figures(because they are the ones available on the RAF website):
2 claiments both live in public accn 5 miles away from their place of work and both make 5 return journeys in a week:
Claiment 1 (automatic payment) will be paid (1.84-0.37) 1.47 x 7 days = 10.29
Claiment 2 (manual payment) will be paid (3.12-0.62) 2.50 x 5 journeys = 12.50
Whereas it would seem that Claiment 2 gets more, it should be remembered that Claiment 1 would also be paid this allowance for any absences of less than 10 days. So it balances out in the long run.
Just to add to the number of rates there are also differing mileage rates for motor vehicles and for pedal bicycles.
