Sorry this is my first post and im not sure if I have put this in the right section. I really need help and some clarification here. I was on the DWR list to go to sunny MPA (my 3rd tour there but we won't go into that now) ready to move 15th Nov 2010, reserve July 2010.

I have just been informed by my warrant that my DWR has now been brought forward to rtm 15 June reserve started beginning of feb! The problem I have is that I have booked a holiday for 2 weeks in June 9-23 with all the family and its all paid for!!!

Where do I stand on this as I am sure it is unfair for them to bring my DWR forward before my reserve date. I booked the holiday before my reserve was due to start so I was not doing anything silly.

Please help as I wont find out till next week now, and I am afraid to tell my wife and family till its clarified.

Sorry to hear about this but that's when Holiday Insurance pays for itself.

My DWR for RAF Butlins was brought forward last year which caused me to miss my Son's first Birthday. You just get on with it. It sucks and I know it's a well used cliche but that's life in the blue suit.

Best explain to your Family as soon as possible. I'm sure you'll be understood and the Holiday can be postponed till when you get back.
 
Try speaking to your drafter or chief clk but I do hope you have holiday insurance. I encourage my guys to let me know in advance if they are booking anything and may be due an OOA so as I can liaise with the drafter to make sure that nothing short notice comes their way.
 
Mate, just speak to your Chief Clerk on Monday- if he's a decent chap it only takes a couple of calls.

If he's a 'raf through and through life in a bluesuit bollox blah blah'- then it could be difficult.

No worries at all. If your leave and holiday was booked before you were pinged for an OOA then you shouldn't have any problems getting a full refund. JSP752 Nugatory Holiday Expenditure (NHE). Even if you haven't got insurance you can still make a claim for it.

Thank God, someone at last gave you the right advice.

There seems to be a lot of people on these forums who will put their twopence worth in without knowing what the rules and regs are on things.

It would be useful if you dont know for sure if what you are saying is fact, if you stated this in your post. Just because you think "that's life in a blue suit" does not necessarily make it so.

Sorry if I'm on my soapbox but it does grip me.

I may be wrong here but is'nt NHE capped to something like £100? I considered it back in 03 when I had a similiar experience but decided it was'nt worth it as it was just a Ryanair flight for a fiver...

What about this guy's family who are going with him? surely they can't claim because of the RAF screwing him around?

Refund of Nugatory Holiday Expense is in Chapter 10 Section 8. Some extracts:

10.0803. Holiday Expenditure. For the purpose of this Section, holiday expenditure is defined as travel, accommodation and food for which payment has already been made prior to the holiday being cancelled or curtailed. Where a package holiday of any type is booked, holiday expenditure is defined as the whole package costs. Holiday expenditure may also include activities pre-booked as part of the holiday (eg diving lessons, ski equipment hire, excursions) for which refunds cannot be obtained.
10.0804. Eligible Service Personnel. All Service personnel (including Reserve personnel but with the exception of non-mobilised Regular Reserves, Sponsored Reserves and Cadet Force Adult Volunteers) are eligible to claim when their holiday plans and, where appropriate, those of their accompanying immediate family (see paragraph 10.0810c) are cancelled or curtailed as a result of unforeseen and unavoidable Service requirements.

I'm not aware on any cap. The higher the amount then the higher the authority you need. Up to £500 can be signed off at Unit Level (off the top of my head)

As for family, he can claim for his wife (and kids I think) but not other family members.

Like I said, it's all in JSP752 NHE and even makes allowances for not having insurance.
 
I am available to take your place on holiday so your wife and kids won't miss out.

I probably drink more than you though so make sure you put a bit extra away on the beer chits mate

Yes I do have holiday insurance, but what I am really hoping is the DWR can be delayed slightly at least till my original reserve date of 1st of July to go. I don't think this is asking too much as that was the original deal.

Surely they can move another guy who was expecting to go in July slightly forward to take my place and I take his, after all he would already be on reserve for that period so should be expecting it.

Anyway I will just see what my warrant can do for me tomorrow and will let you know.

Good luck mate, sounds like a possible double fall down. Same thing has just happened to me. Due OOA in Oct this yr, brought forward to Jun, consequently had to claim on NHE. BUMMER!
 
Regarding rates:


Rates of NHE Refund. Refunds of NHE are limited to the actual costs which cannot be reclaimed from other sources (eg travel insurance). The refundable rate of NHE will be adjusted in accordance with paragraph 10.0811 to take account of the Service person’s insurance arrangements.


Authority for Approval. All claims must be staffed to the following authorities who may approve individual claims for reimbursement of NHE as follows:

a. Under £1,000 - Top Level Budget Holders (TLBs) (TLBs may sub-delegate).
b. £1,001 - £5,000 - SPVA Pay and Allowances Casework Cell (PACC).
c. £5,001 and over - SP Pol Allces

The Top Level Budget holder for Air Cmd is Corp Governance.

Not at our camp. When I claimed 2 yrs ago I spoke with Corp Gov and they said it was devolved down to Unit TLB, our Budget manager signs ours off.
 
It does say that TLBs can sub-delegate. However, I know that if signed off a NHE today, I would check with CG first. At this time of night I can't remember why, but I do know that this topic has been the subject of discussion in that area.

However, it was not quite the right advice as the JSP clearly states:

Refunds are not admissible in cases where:

a. Holiday arrangements have been made either:

(1) After the Service person has been nominated for a pre-planned emergency standby (eg Emergency Relief Pool, Spearhead Battalion, Deployment Warning Role)

thus, a refund can only be given if the holiday was booked and paid for before the OP was notified of his DWR. Anything booked or paid for after then will not be refunded. I've been down this road many a time with people who think they are safe booking a holiday that finishes before the beginning of the DWR reserve period.

The reserve period is a bit of a misnomer as people think they are safe during the period prior to the reserve. Nothing could be further from the truth as a DWR can be brought forward at the will of the manners to satisfy the exigencies of the Service. Realistically an individual is on 'standby' as soon as he/she has been notified of a DWR (yes, including those who are sometimes given 12 months notice).
 
So what is the point in having a reserve period?? You might as well say to every serving member of the armed forces, dont ever make any plans because there is a chance we can dick you for a dwr!
