Is 'perm downgrade' really perm?

Have a quick medical related question...

I was permanently downgraded Oct 09 after Med Board at Henlow. Had been on the standard 6 month temp downgrades over an 18 month period, and even had the final extension period of a further 6 months before I finally went to Henlow.

Anyway, they permed me, and said that although the downgrade is technically 'permanent' there is always a small chance that I could still be upgraded in the future....

Is there any truth in this statement, and does anyone on this forum know of any such upgrade after perming instances ever occuring.

I think the official terminology is that the individual is unlikely to be upgraded within 18 months. This leaves scope for potential recovery and upgrading. I'm sure a medic will have the exact wording.
 
It's a permanent downgrade only because of the strict time limits imposed on temp downgrades. It's permanent until you are (hopefully) upgraded again.
