ODR or PCR?

Hi all, just a quick questions regarding claiming MMA for a hospital appointment:

I have a Med Appt next week and my MT have just told me they cannot provide transport or a hire car for the journey and I would have to use my own car!. Luckily I have business insurance (by the way public transport is impractical).

Question is do I then claim at ODR or PCR - it won't make that much difference but I would like to know before I claim. Some people tell me ODR and other PCR....aaaaarrrghhhhh!!!!!!!

I don't know why no hire car and I don't care to be honest - I will just claim. MT have sent my request back stamped up so god knows!!

You have to get authority to claim ODR before you travel (see sub-para e below). If you just try and claim after you've been you could find that it isn't paid. I would just make sure that you run it past allowances or your budget holder first or, at least, find out if the individual who told you that you had to take your own vehicle is authorised to approve ODR and get something in writing:

Full details in JSP 752 Chapter 4 Setion 6 (available on the intranet and vua the Airspace section of the RAF Website):

04.0605. General. MMA at ODR is only authorised in exceptional circumstances. It may be authorised when Service personnel use their private motor vehicles on a duty journey when the use of a private motor vehicle is essential and it is clear that there is no cheaper alternative and provided that:

a. Public transport is not available or is impractical. This should take account of the likely travelling time, available route, the requirement to carry bulky documents or equipment and personal disabilities; and

b. Less expensive methods of conveyance could not be used without unacceptable delay or marked inconvenience to the Service. This should take into account any additional subsistence allowance which may have been paid if travel by public transport or other means had been used. Any parking charges or tolls should also been taken into consideration; and

c. A MOD hire car is unavailable; and

d. There is no spare seat available in a Service or private motor vehicle already scheduled to undertake a journey in the required direction; and

e. Prior authority for the journey is given by the CO or other officer to whom the authority has been specifically designated. This is achieved by the Service person completing and submitting the appropriate single Service transport application form to the unit transport provider who will either provide the requested transport or authorise the Service person to use their private motor vehicle on official duty; and

f. The vehicle is properly insured as outlined in paragraph 04.0617.​
 
Also, in theory, if you use your private vehicle and claim ODR, then it can be comandeered by anyone to use for official journeys without your authority as it will be classed as an official vehicle. In theory anyway.

I think I will stick to PCR.

If there is no public transport available and there is no MT transport available and you have made all possible attemts to make the journey the claim ODR.

It is considerably more than PCR and covers more of your costs.

If they complain then ask if you can claim for a taxi as you are unwilling to use your personal vehicle if you are not fully recompensed.

At the end of the day your audit clk will bounce your claim and ignore common sence as that is there job.

However I would like to point out the accused should be presumed to be innocent , it is up to the organisation to prove impropriety.

Don't just go for the lower option. A little bit off effort could pay dividends. Have a word with the audit clerk - they should be able to tell you the local procedures (it could be that he returned MT request is sufficient). It could only take a quick telephone call!

According to the JSP version on airspace (gives the rate as at 1 Apr 09) the difference between ODR is 8.8p (or 28%) more per mile than PCR.

If you are entitled to it you should claim it.

Good question...

Get the Med centre to stamp your transport request. They HAVE to provide a vehicle and/or a driver depending on the type of appointment. Quote JSP 800 (cant remember the chapter off the top of my head) but basically a med appointment is a duty.
Let your med centre know you're having problems and let them sort it for you, they will swing it for you.

I'm guessing your MT is civvy, just a stab in the dark.

It may be a daft question, but are you OK to drive as this is a medical appt? It begs the question if the docs want to do something while you are there, can you still drive back to Unit?
That is why Medcen have to arrange transport with driver.
