I have a new posting on 9 March next year and I have just found out that the only available course that I need to do starts on the same day (9 March).

My question is, do I have to apply to my new unit for the transport request, seeing as I won't actually be there or have 'arrived' or can my old unit action it on their behalf?

Personally I would speak with the Chf Clk to get your posting moved forward/back (dependant on what's more convenient to you and your old/new units) a couple of weeks under the Chf Clk's agreement. This will allow you to arrive at your new unit earlier/later and help you to sort accom & transport etc out. Also depends on length of the course.
 
So Chf Clk rather than ask the drafter?

With the agreement of the Chf Clerks involved and the management, they can move your posting up to 28 days either way...easier than going to the drafter.
