A lad here at work has just been told he is a Zero rated on the Promotion board, he was Pre boarded as an A candidate, any one know what zero rated means?
It means the board deem him unsuitable for promotion. When every they do this they should leave a note explaining the reason. Get him to ask his Chief Clerk to do some digging.
The last board I sat on scored a couple of A grades as zero for two reasons*:
1. The narrative was poor and superlative ladden, contained little or no examples, and did by no stretch of the imagination, merit the numerical award.
2. The Board felt that the pre-boarding SNCO had over scored the reports.
As Sospan says, to be zero scored will attract comment by the Board President - ask for feedback.
*Edited to add. As a result we not only read 10% of B grades but nearer 20%.
