Is it still possible for someone to be promoted while they are temporary medically downgraded (expected to recover to full fitness in 6 months time) ?

Or is the promotion to substantive, put on hold until they are back to full fitness?
 
Depends. Im on a temp downgrade, just need to do ligament strengthening and conditioning work, once I get a fit test done I can do my JMLC etc. I was on a (seperate) temp downgrade when I got my promotion, so yes it should be possible. However ill bet it depends on trade etc.

It shouldn't stop you getting promoted but it might stop you going on your courses which would stop you getting substantive and therefore further service.

If you've got an expectation of getting fit, it's just a delay, you'll get everything back dated and hopefully all's well.
 
You can be promoted (I was) but there may be no offer of further service until you are upgraded.

You can still attend Halton, just let them know your limitations before you go and they will accomodate you accordingly.
