Can any shiney types please explain the promotion system briefly? what does the reserve list mean, if you are 34 on a list and they want 33, if someone turns their promotion down does the list automatically go to the next name, if the pre-board quota is 55, do 55 get promoted etc etc?
 
OK, in a nutshell:

the quota is always a 'best guess' by the Drafter as to how many people they will need to promote in the year following the board. It is used to determine the 'field size' - ie the number of A grades to be looked at by the prom board.

Once the board is ratified, a batch of people are 'immediately released' to the PSL, everyone else on the list remains on the Reserve PSL (RPSL). As the drafter works through the released personnel and either promotes them or deals with their refusal/inability (med/discip) to be promoted they will come to a point when the pool of released personnel has dried up. They then look at releasing another batch to the PSL from the RPSL, and if so how many to include in that batch. As the year goes on a much clearer picture of how many promotions are needed is available, and they will release more than or less than the original quota as appropriate.

Once you are released to the PSL, if you are promotable (med/discip/amount of time left etc) you MUST be made a prom offer. That's why drafters release in small batches that they can deal with, if the full quota was released at once and then there were not enough vacancies that year, then people who had been released but not offered would roll over to the next year and have a negative impact on the quota for that year.

Well thats my perception dashed, I thought the amount of A grades was down to the quality of candidates with seniority.

Everyone who is eligible for promotion - ie those with seniority plus those with an Excep or High for 2 ranks up, minus those who are deleted due to discip issues/turning it down last year etc are A or B grades. The line between A and B is taken from the field size. ie 80 people promotable, field size of 15 = 15 As and 65 Bs.

Being 67th on the list doesn't mean you will be the 67th to be promoted..

I was in that situation when up to number 61 was promoted. I was "lined up" for a post to unit moves (unknown to me) and had to wait for 6 months. before that post was free and I was promoted.. People from the next board got seniority and extra apprisals over me. It ain't just what the drafters want..

So people who do not have seniority can be promoted, but only if they are given Exceptional for two ranks up ?

Therefore if someone below you on the PSL is promoted you know that you are definitley going to get an offer, albeit yes they will have seniority over you. The old cop-out of 'Service need' comes into play here, if the guy/girl further down the list has certain competencies that are needed at a certain time, they will 'queue jump'.

Yeph.. I had IMLC and TMT2 dates long before I knew when I was going to be promoted.. or where.. I was a week before Halton, I found out what fate had been laid out for me.. It made me laugh when OC ACS said that "you are all Sergeants now" during her end of course address.. I had to take off those chevrons and be a Corporal for a few more weeks... LOL..

I was chatting with one of the lads from work today and he was told you can be promoted without seniority with a 'High' for 2 ranks up. Is this laid down anywhere or just hearsay ?
