Would hazard a guess for what the abbreviations mean:
COS SPP = Chief Of Staff Support
COS SEC = Chief Of Staff Secretariat

As to what they do....:PDT_Xtremez_21:
 
COS SPP = Chief of Staff Strategy, Policy, and Plans.

Cmd Sec = Command Secretary (Ie Chief Civil Servant and finance bloke/blokess)
