I believe the badge was created so that signallers wearing it could walk up to high ranking officers and present them with signals traffic without having to make an appointment - it was purely to identify those that could do that...
 
This has been done a number of times, surprised Tashy Man hasn't been on to quote the thread!

Evidently brought in just when the RAF was born, those days erks just didn't speak to zobs except via the chain of command. The old sparks badge cut out the middle men.
