It happens sometimes to people. The downtime tends to go through various regions, then another batch of regions go down, all in the name of server updates and upgrades etc.

Because there are so many alternatives out there, especially those that can use multiple protocols like AIM, MSN and Yahoo simultaneously, GAIM for instance.
It never stopped them before mind you, and they like to keep tabs on their user base.
 
All fine here, though i have some friends in newcastle who couldnt get onto msn.
