Do we have to pay it?

Have been quoted £510 excluding VAT for what I want to do, obviously would prefer if I didn't have to pay VAT on top of that.

Resettlement clerk not really giving me a clear yes / no answer...... can anyone help out?

Unless you're VAT exempt, then you have to pay it. It's often quoted like that for businesses and Foreign Johnnies, who may be able to claim the VAT back.
 
I believe you have to VAT registered to be able to claim anything back. If you are intending to start up in business it could be worth setting it up and registering for VAT early in order to claim back VAT on legitimate expenses (eg computer, car, office furniture, fuel etc) against your future VAT bill.

Occasionaly the government grants VAT exemption for certain courses (usually vocational) where there are skill shortages for example, as an incentive.
