Withholding/unreasonable delay in approving application

Hi all, I'm in the process of applying for a specific role within the mob. Now my boss has been aware of this since April, and has had the paperwork (to sign & comment on) for a couple of weeks now.

I am reminding him on a daily basis that I need to get the application in (whilst the window is open), however he seems reluctant to sign it due to local manning issues. Due to the role, it cannot be withheld at a section/station level.

What would you consider a reasonable time to wait? I'd prefer not to go above his head but I feel that I will be forced to at this rate.

Slightly Off Topic
Many moons ago(while i was still in) when i was Gen App'd for a posting MY Sqn WO said he was signing it but couldn't support it because i'd only been there a short while. The two faced weasle had been trying to dig escape tunnels since his first day there.

Any chance of going to his boss, but obviously telling him you are doing it first. At least that way he can't say you tried to go around him without going to him first.
 
If it was me I'd consider the reasonable time up....you have to make your own luck so to speak. If you want the job badly enough keep pushing him, and get your line management to as well....
