Manning have said it is the responsibility of the subject and the ROs to ensure the report is accurate before despatch. If I was the 2RO, I would have the subject in, show them the report and ask if it was correct.
Most 2ROs are just as conscientious but not all of them. Personally, I came to realise a long time ago that my appraisals were all that a promotion board would have by which to determine my future career. Since I learned that, I've made a point of engaging with my ROs so that my appraisal says what I think it should. Usually that involves asking for the odd word to be changed or a couple of sentences to be re-ordered; once I felt the need to take it a bit further. Before I learned that lesson my appraisals were so much wasted blue paper (sorry, showing my age).
Some ROs have a poor command of written English, some are too busy to give appraisals the attention they deserve, some are just lazy. Some subjects don't have the confidence to challenge a poorly written appraisal. It is for these reasons I believe an impartial quality check of appraisals before they get to pre-boarding is essential. It may be argued that unit-level finalisers perform this function but they are rarely, if ever, in a position where that is their sole function. Bring back the Reading Cell, say I!
