Grade for Charge is a Unit responsibility, not DIO, so the Unit sets the rent. What is becoming clear is that a large number of Units have under assessed rent or failed to change rents when required, so stand by for possible increases. Example is Lyneham where there has not been a board since flying stopped, but won't be a board until at least Apr 14 as SFA improvement programme just about to start. Don't consider Gr4fC as the default, consider Gr1fC as the default and paying any less against the JSP criteria should be a bonus. The grading system will be changing probably in Apr 15 as part of the NEM; it will enable MOD to more accurately benchmark SFA against private and public dwellings, and early work indicates that they are not all as bad as some perceive.
Not all as bad as some perceive? What the actual people who live in them you mean? Having spent more years than I care to remember in quarters I can honestly say that of the 8 or so homes we've had only 1 would probably been to a standard for private rental and that was a surplus house in Norwich and not a "real" quarter. I keep hearing of this modernisation programme or new build on suite etc but have never been offered one at any of my postings. Maybe I'm just unlucky. If they think that adding a power shower,one more power socket justifies doubling the rent they're very much mistaken.

Will the move to prices in line with private rental actually see us gain proper tenant's rights? If not then it is a complete p1sstake IMO.

I agree that DIO are not there yet in tackling all the problems in all the SFA, but have made great strides in the last 5 years. The upgrade budget this year has been a real bonus as the underspend in MOD has enabled a programme of £94M this year tackling 7,500 improvements ranging from loft insulation at £350.00 to full upgrade and structural repair at £120K - more than double the usual annual budget. Yes, I think you may have been unlucky as SFA are generally considerably better now than 5 years before. If you are ever 'my way' drop in the office and you can see where the money has gone and on what.
 
Actually there is a bit more choice now with the self preference e1132, while the estate agent details are not perfect yet, they are getting better but if there are not internal photos its because they are not being taken in occupied houses so by the time they are taken during the void period, it could be the next void period before they are needed again. DIO have a mould action plan in place to sort out damp issues that are down to the design/construction detail or 'life expiry' of a house element - cold bridging, roof replacement etc. Also doing some external wall insulation at St Mawgan, Pirbright and Larkhill amongst others for those concrete build houses, with more planned next year, helps sort out mould and energy efficiency. I have yet to experience any choice. Despite having plenty of notice for my last move (about 8 months), I wasn't given any options just allocated a house (to be fair though it's to scale and in reasonably good nick - although now the winter's getting closer we've discovered that we can either have the heating on or have a shower - just not both at the same time).
 
Just had a Pre-march out assessment yesterday were we had the one chap giving us the gen on marching out and the other having a walk around observing what this 'Pot of money' could be spent on to upgrade it.
 
Well they certainly are not spending any of that money on the quarters at Corsham! Hence they have succeeded in pushing us out into our own home which to be fair I thank them for!
