Hello everyone,

Has anyone else lost out due to the "new" rules wef 28 Jul 08 regarding Get You Home (M)?

For those of you not aware, a council tax bill is not enough to prove where you live anymore, PSF now want to see your mortgage statements with your name on it! So all those currently renting or living in their partners accomodation are no longer eligable for mileage handouts each month. I'm in the same boat and now thanks to my admin staff, I have three months worth of mileage payments to give back to them at the MDR rate, oh the joys. Thank God for the new commitment bonus, lol!

Which one! Are you on about the new Techie 'Lights' retention bonus? I heard a figure of £10K bantered around last friday.

Not quite, the new bonus that says I can save my retention bonuses and walk away with £15000 after 8 years service! We'll be quids in for fulfulling our 9 year contracts now, although it still doesn't compensate for the cr*p pension we're now getting, groan! All this provided you've done less than 4 years service come Apr 09.

At no point does the JSP 752 say that you have to provide a mortgage statement as evidence of having a privately maintained property in respect of GYH(M). it defines a PMP as

"... a Service person’s wholly or partially owned property or a rented property for which they are a signatory on the tenancy agreement. It must be where the Service person would normally reside during weekends, stand-down periods, and periods of leave and or which they have full or partial responsibility for the Council Tax. A privately maintained property may not be let (but a lodger may be taken in) and it must not be the family home (see paragraph 01.0221) or the Residence at Work Address (see paragraph 01.0247)."

That said, your p-staffs have a mandate to confirm that you are the owner/tenent of the property for which you are claiming GYH(M). If they feel that they best way is for you to submit a mortgage statement or tenency agreement then that is what you will need to do. This is not a change in policy, it's how one unit has chosen to interpret to rules.

A copy of the deeds of ownership, I suppose. Like FUS says, one unit appears to be coming down harder on proving eligibility than some others.

I have to confess, on reading the OP, that I am not convinced he ever was entitled to GYH(M). Perhaps I'm being overly suspicious but I would want to be certain the claimant really is responsible for the rent/mortgage on the property for which he is claiming and not just spending weekends with his girlfriend of the moment.

I was under the impression that the JSP 752 had been amended to tighten the rules, this is what my admin staff have told me. I have a feeling its my own Sqn admin staff who are interpretting the rules in this way and not PSF itself. If that's not the case, I'll have to speak to PSF and see what the deal is. As for the issue of whether or not I'm entitled, PSF asked to see my council tax bill and thats exactly what they've got, if they ask for anything else as evidence, as FUS said, I've got no problem showing them, they need to be sure I'm a genuine claimant.

For PSF here its council tax bill, as for us that deems you are maintaining a private property. It says nothing about providing mortgage statements etc in the JSP. Me thinks your Sqn Clerks might be getting the wrong end of the stick.

We did have one occassion when a lad tried to claim it for living with his dad at weekends because he had a sky bill.....

When I originally asked about GYH(M) back in April 08, PSF were fine with just a council tax bill, (much to my surprise I might add). Problem is I don't want to be seen to go behind my Sqn Admin's back and get the claim reinstated by PSF, but I also don't want to point out to her that she's wrong because it'll end in a rank war with me losing either way. I think my best course of action is to speak to SNCO PSF and see if he can have a word and go on from there.
 
All the clerks on your Stn should be singing to the same hymn sheet, and the Chf Clk/A1 STANEVAL NCO should be liaising with Cmd to ensure they are doing the same as other Stns. It is getting better again but with Stns inventing home-grown workarounds to problems ever since JPA rollout it will take a while longer before we are where we should be.

So. If you were eligible in April and your circumstances have not changed, I see no reason for you not to be eligible now. Do as you suggest and speak to SNCO PSF; just ask for clarification of the regs because you think your HR may be misinterpreting the JSP.

There was a T letter issued sometime in July IIRC, which stated the new entitlement.

I'm not at work at the moment, but anyone can access T letters through either the Publications link or on the A1 Ops intranet site - can't recall which right now.

Not one to be cynical but that change of letters from 10 to 5 has probably saved the MoD a fortune but peoples circumstances haven't changed, surely this should be paid until you change your circumstances?

Thank you very much for this, this is just what PSF have now told me. My Sqn admin will be stopping payment on 10 Oct 08 for everyone on my sqn, so if you think you're still eligable, you have to contact them and show them proof. If you prove you're not eligable, she'll take the money back in future payslips.

It will save the Air Force a lot of money, but there seems to be no flexibility whatsoever, so a lot of honest people are going to lose out. This is easily going to cost me some £350 a month with the mileage I still have to pay plus the money I have to give back. Ho hum.

If they take this away then that will be just another reason to bring forward the PVR. The Airships wonder why there is a retention problem in the RAF! Do they live in same world as the rest of us?!

Thats exactly how I felt when I found out, it'll cripple me. My other half isn't going to be too happy when I tell her the blue suit has sh*t on us again, looks like I'll have to convince her to put me on the mortgage, I can feel a row brewing already!

It might be that your PSF haven't realised the significance of the change in policy; I'm not sure mine has.

Your choice now is to 'fess up and only have to pay back 2 months' worth or to keep your head down. If you take the 2nd option you may get away with it or it may be discovered some time down the road and you will find yourself having to repay 2 years' worth of GYH. Your decision but I think the possibility of the overpayment being discovered at some point in the future is fairly high as HR processes continue to be tightened.

However this really will be the straw that breaks the camel's back for me. That extra cash really helps me each month given the horrendous cost of fuel in this country. Looks like another member for the PVR club I'm afraid.

I chose to 'fess up when my Sqn Adj emailed me, I hit the roof but now see she's done me a favour. Even though I'll have to pay this back over Xmas, I'm grateful that it did get pointed out before it mounted up to thousands. To be fair to my PSF and Sqn Adj, they've been quite receptive, giving us a grace period of 3 months before stopping all GYH payments. I just hope this is reciprocated across the service otherwise a lot of people will be joining the PVR club.
