It is relatively common outside as people move around a lot in organisations these days, and it can be ok if you approach each person with the maxim that their previous grade is the starting minima for this years appraisal.

I get the person to write his/her own appraisal, ask around a bit, check with the previous boss for some qualitative impact asessments and just get the person to sign it off when I have finished. Easy

The difference?

Key motivation in the RAF is advancement; Key motivation outside is survival to work another year.
