Such a decision would affect some mighty influential people, namely solicitors/ Barristers and judges. I should imagine they would would take exception to it, and create a decade of legal fighting that would more than see out any government that tries it.
In the meantime make hay with the tax benefit of paying into a pension, whatever your income.
As an aside, Salary Sacrifice must be one of the best scams ever; I think it will become much more popular with the NI increase.
