Right, had this discussion with the Leave Policy people, who thought I was being extremely devious.
You start the new leave year with 15 days CF leave (53 days leave). You get a short notice posting (1 May) and have no chance to take your excess leave.
Stick 15 days leave in for, say Sep. Get posted, at new unit cancel leave, hey presto....you still have 53 days leave.
So come on fellow scribblys, what prevents people from doing this.....

I like your thinking but theoretically the leave has still not been taken so still liable to be 'lost'. Unlikely scenario too as, unless you've been a naughty boy, you're almost 100% certain to get more notice of a posting than excess leave days to take before you go.
Bottom line is pers need to manage their leave better than they have been used to and get their 38 days leave in each year. I know sections will struggle with trying to manage dets, courses and leave etc but it's a management issue that can be overcome.

Very easy to spot but as a Chf Clk I would 'overlook' this issue as you are seriously disadvantaged if you are posted early in the leave year. If you were posted a little later in the leave year though I wouldn't be so lenient.
Whilst I understand your sentiment here, surely this is wrong and you can't (or shouldn't) do this and you would leave yourself open to all kinds of crap hitting the fan?
