But if the paperwork complied with the rules at the time it is neither the Wally in PSF's fault nor the individual. What I'm getting here is lets backdate a goalpost change. Now that's not fair

They havent changed. The rules for backdating have been the same all along - it can only be backdated at unit level up to 6 months, providing the qualification was earned within those 6 months. In all other cases, the AIP is to take effect from the date of application.

All requests for further backdating were to be submitted to PACC, who would either say yes or no - most of the time, the cases for backdating >6 months were ok'd due to SP being OOA, delay in receiving certificate etc.

The confusion has arisen due to both individuals and certain HR staff not reading the JSP correctly.
 
As far as I read the situation... Person A (High up the food chain)with responsibility to set out what's allowable for the AIP say's "CSE needlework is acceptable" (Goalposts set at the start of the match). Person B (lowly person) goes to person C (very low person--PSF clerk) with CSE needlework and is authorised AIP (Goooooal within the rules @15 mins) during 1st half person D Higher than person A says "you're wrong person A, you need at least an O level domestic science for that AIP". At 1/2 time person A says "right although you scored within the rules during the 1st 1/2 I was wrong apparently so the score is back to nil nil." I therefore say that as soon as goal line technology is legal we revisit the 1966 world cup final.
 
Or in my case, I didnt ask for any back dating. It was done by PSF and now they are recovering it

Then submit a Service Complaint against whoever authorised it. I have offered someone the opportunity to do this at my unit, but he couldnt be bothered, despite being very very vocal about how it "was all admin's fault".
 
We were briefed a while a go when this all came out (TG4) that because the individual started the whole process by applying for the AIP then they were liable not HR for any mistakes made in its processing. If it had been something initiated by HR on your behalf i.e. annual increment and it was wrong it's their fault. Has this stance changed?
 
No it would still be your fault for not checking your pay statement probably. This has now gone RAF wide and all trades. Probably the biggest cluck up the RAF has seen. Thanks again Trade Sponsors!

Any idea if it has affected other trades as much as ours?
 
The IBN 33/12 lays it all out how they are going to check all 12,965 people who have used AIP. Expect an interview with the chief clerk soon.
 
Now that I have moved twice since submitting the paperwork, should there still be a paperwork trail so we are able to check what was submitted to check everything against the JSP from our point of view?

Your AIP application and copies of the supporting certificates should have been filed in your F445A which is held in PSF. If, for any reason, it is missing, you have the original certificates and should be able to provide them for copying and re-filing within the F445A.
 
I find it odd that if an individual put an AIP in that they wasn't entitled too then how can it be their fault if they didn't know they wasn't entitled it???
Is everyone supposed to know the JSP inside out?? Or is that not what admin are there for, to advise you on correct procedure when applying for stuff like this!!!! What an absolute mountain of slopey shoulders that has ever came to light!!!!
 
I have received notification from the RAF AIP audit team that you have an AIP on record as shown Q|Q-PI-B 90523|RAF| awarded.

01-Apr-2005 which is related to the award of Mangement or trade releated S/NVQ Level 3 which i assume you must have a certificate for. I need you to send a copy of the certificate to the RAF Audit Team ASAP

Any more up to date info on this? The wife just got audited and had to resubmit her AIP paperwork as if it was a new claim. I don't remember receiving any certificates for BTEC or NVQ after my fitters course and wouldn't know where to start getting evidence if I was audited myself, although I must have had something when I put it in 11 years ago
 
An SAC that works for me has just been credited 1800 sheets.

You would have been given certificates, I got both and still have them (mine was about 16 years ago though so it possibly did change) however you should not have used either for an AIP? From what I remember any qual the RAF give you is not eligible for AIPs?

Not now Weebl. The NVQ that the RAF put me through in trade training is allowed to be used for an AIP.

It was the NVQ for me too, it was checked by PSF and they were happy with that. My course was also 16 years ago, I've drank and slept a lot since then hence the memory lapse.

2 bits of info that were brought to my attention today, the 1st that they are only going back as far as 2004 and the 2nd is something called the Law of Estoppel. I'm no legal eagle but it certainly sounds interesting.

Pretty sure they are only going back as far as 2004 because that is when AIPs were introduced.
