PAYD Contract and facilities in the block

Yes you are correct to a point. Scale 1 of JSP315 indicates:

"The scales apply particularly to the provision of new permanent buildings but will also form the basis for the modernisation or conversion of existing permanent buildings. A permanent building is defined as one which has a future life of at least 20 years with normal maintenance"

So the details in my previous post still apply to current structures. Now because SLAM has fallen on its feet, a number of block are now be 'modernised' to bring them up to a decent standard. During the modernisation process, why not supply microwaves, toasters and hobs at least. Most singlies have small fridges in their rooms already.

Also, as per my previous post, one of the main points of PAYD was to promote flexibility in your eating habits. That was how it was explained to me during a presentation.

You are not allowed anything but a small fridge and a kettle in your room. Anything else contravenes SSOs. And yes there is a fire hazard as the ring main is not designed for toasters and the like in the block. That's why houses have their oven/cooker on separate feeds etc.

So if PAYD is actually meant to promote flexibility in your eating habits; and you can't cook in your own room, where do you go to eat a hot meal if there are no cooking facilities in the block? I think i can answer with a few suggestions:

Pot Noodle!, Ginsters, Any fast food joint etc... That is really promoting healthy eating isn't it?

What happens in the SNCO's mess, can they have their own fridges etc? Or do they have to use PAYD if available and no cooking facilities.

The seniors and officers are in the same boat as us. They can only have a fridge and kettle in their rooms. They can however, use the toasting machine in their dinning room or ante room. There is usually coffee and tea making facilities too. They do pay a messing bill to cover this though. They will also have utility rooms and kitchens in the accommodation, and are probably in the same position we are.

The one thing that is different is their dinner times (tea if you will). It is usually later, so they could go to the gym straight after work, then go to the mess after that. Most JR dinner times are over by 1730.

Everyone is going PAYD including seniors and officers. It is the future good or bad (or should bad come before good..?).
 
There are no cooking facilities at all that we can use in the two Messes here in Lincs - like ZBM2 says, we're in the same boat as the juniors (and we don't like as much as you guys) as well...

High Street bakery firm Greggs is launching a trial pastry counter at a British military base in Germany as part of a new deal with NAAFI, it has been announced.

The deal will see Greggs frozen pies, pasties and sausage rolls available in Gutersloh, Germany, where NAAFI staff will be trained to cook and serve the pastries at a branded pastry counter.

The seven varieties on offer are being made available after troops serving abroad reportedly cited Greggs as the UK brand they missed the most while overseas.

Pastries included in the trial include sausage rolls, steak bakes, chili bakes and sausage and bean melts.

Mike Chapman, head of customer service for NAAFI, said: "We are delighted to be able to bring customers the taste of home that they have been asking for. Greggs is one of the most popular brands on the UK High Street for its iconic sausage rolls and pasties, and our customers want us to deliver that to them during their NAAFI break."

Greggs chief executive Ken McMeikan said the firm could expand the scheme to other British bases if the trial proved to be a success.

Leeming mess in the evening is a shambles. By 1700 they have normally run out of at least one of the options. I was tempted to congratulate the chef on how he managed to remove all flavour from the battered fish I had this evening; quite an accomplishment!

The lunchtime deal for soup and a sandwich isn't too bad, but I don't see why we can't have a hot drink with our lunch without having to pay 75p for it.

could anyone please tell me where I could find or if you know then post if it's against the rules to ban people in SLA from cooking in the block please?
 
I'm not sure. Over here in Army land the SLAM blocks don't have kitchens, we only have food prep areas. There is a small fitted kitchen with 2 hobs and a microwave but we are not allowed anything else i.e George Foreman. I've recently signed in my march in form for my new room at Lossie and it states there that we are not allowed to do more then make toast in the kitchens.

When PAYD came in there where all sorts of rumours going round that the older blocks where needing to be upgraded to provide cooking facilities in them so that we had a choice to either cook in the block or eat in the mess but I haven't seen anything come of them. At Leeming they where nervous of doing it because the Army had a habit of burning toast in their block so god knows that they would do with a full kitchen!

On the mark there TT. Lossie SSOs state that only Microwaves, Toasters and Kettles to be used in Utilty Rooms, no George Foremans, Hobs, etc. These SSOs haven't been updated since 2005, pre ISS days so read into that what you will!

And yet I've personally heard the Station Liaison type bloke (Bald FS of the rock variety) brief the new arrivals on how he's heard how sh1t the food is, yet no-one seems to make much fuss (ie logging a complaint, raising it on Harry Staish's Forum etc).

I know of a iii being raised against them but the reply was full of quotes from the the contract and jsp!
 
We are back to the same old PAYD argument. When is someone going to grip this?? Certain units allow cooking in rooms/blocks/kitchens others don't. It amounts to a post code H&S lottery. That in itself suggests ambiguity in the rules/policy. Why has no one challenged? Have they? If everyone got a George Fornby and started a toastie fest what would happen?
Bottom line. The contract dictates and is set, no doubt with clauses that dictate what personnel can have in their accom, similar to encroachments.
Furthermore, it has been mentioned that personnel continue to whine yet fail to take it further. I am aware the COC are out for themselves and a SC would stymie a career, surely there are other avenues without effecting a career. I will stand corrected if not. I accept, whilst highlighting this forcefully you are indirectly pointing the finger at the COC for not doing anything about it therefore, career issues again...wrong wrong wrong.

Well at Lossie they would probably charge you for breaking SSO's. No wiggle room there for a SAC's initiative.
 
Politely remind the charging officer that there is no civvy fire regs that say you can't cook in the utility room. Zero, none what so ever. So what are they basing their SSO's on?
 
I have no idea but the first line of the JRSLA rules will probably be repeated several times by the charging officer, As a member of JRSLA you have no rights as a tennant as you are not a tennant in MoD Accomodation.
 
How about cooking facilities outside the block?


A few pub size brollies set up outside each block with B-B-Qs going every evening should soon get questions raised by the CoC.
