I think most of the ex-SNCOs weren't bothered about being managers as they already had the pension in the bank, wheras the JT turned manager had nothing else to fall back on.

When you leave the mob, it should be directed towards nothing else but another pension, until you retire for real.
Anyhoo, back on subject; such an arrangement as SNCO's putting on overalls and working instead of "managing" due to manpower imbalances would not occur outside. If there were too many "Managers", you'd get made redundant in an instant - simple as.
